The counter should be placed either at the beginning or in the middle or at the end of the post. There is no need to insert a counter in the header, menu, or in any position in the page not associated with the post. There is no need to paste it on all pages of your blog. The counter should be present only where there is the post. We don't need to count all the visitors of your blog, but only those who read a specific post for the day.
